When this card is Synchro Summoned: It gains 800 ATK for each card in your hand. When this card you control is destroyed by your opponent’s card (either by battle or by card effect) and sent to the Graveyard,  if all of the monsters that were used for the Synchro Summon of that monster are in your Graveyard: You can Special Summon them, but their effects are negated. You can only use this effect of “Tenkaharyuu Dragoascension” once per turn.

The cool thing is it gains the ATK when summoned, so if you use cards after that it stays the same ATK. I see this being a very useful card for synchro decks, especially since Level 10 was that awkward level for the longest time. Decisive Armor was the only decent level 10 for a while.

EDIT: This is the clearer scan's effect, it only gains 800 per card.

Once per turn, during your opponent's turn: You can detach 1 Xyz Material from this card; Special Summon 1 "Phantom Token" (DARK/Fiend-Type/Level 3/ATK 500/DEF 500). While you control a "Phantom Token", this card cannot be targeted for an attack. This card gains 500 ATK for each "Phantom Token" you control.

I was looking at Token Stampede as soon as I saw this card. All 4 Tokens makes Lich a 3800 beater, and with Token stampede you have 1500 attack Tokens. I'm not sure of what else could be done with him, but who cares, 3800 attack Dracossack. The only downsides this dude has is to be the only monster you control for the tokens to even be summoned, and you have to summon the tokens on your opponent's turn.
EDIT: Clearer scams have shown he only has 1 token summoned. Oh well.
